To bring justice, we must recognize that the Ethnic Nationalities are the constituent member-units of the proposed Nigerian Union so in line with NINAS Propositions, these Ethnic Nationalities will need to go and organize themselves in their blocs and Regions; then come with Constitutional Drafts (or Charters) in readiness to Federate.
Universally speaking, a Federation is a Union of Constitutions. Constitution-Making for a Federation begins with the Identification of Prospective Federating Blocs. Next come Negotiations and Agreements and then Ratification by the Peoples of the component blocs will mark the end of the Constitution-Making process.
