Following a stakeholders’ meeting between officials of Edo State Ministry of Physical Planning, Housing, Urban and Regional Development (MPPHURD) other government officials, and owners of establishments requiring noise control, which was held on October 31, 2022, the officials of MPPHURD have commenced disseminating letters titled “SOUNDPROOFING REQUIREMENT FOR YOUR PROPERTY” to stakeholders and especially owners of Hotels, Lounges, Clubs. Bars, Churches, Mosques, Event Centres etc. across Benin City.

The letter which conveys the stakeholders’ agreed March 31st, 2023 deadline for compliance, after a 90 days grace period, is also accompanied with a leaflet to guide on soundproofing specifications and materials; as well as enunciating the role of the Ministry of Environment and Sustainability in providing further guidance on soundproofing requirements.

The ideal of making certain Noise generating establishments to provide insulations that would bring their facilities within acceptable noise level and abide with the National Environmental (Noise Standard and Control) Regulation Law F.R.N Part V General 13-1308 17 – (2) and the extant Town Planning Laws, became necessary after MPPHURD started receiving incessant complaints and petitions from the general public.

The dire consequences of not according noise control a high degree of importance in development control would always undermine a much-needed environmental serenity which therapeutic value has been identified to promote and sustain healthy living for humans and animals.

With Nigeria’s life expectancy currently ranking amongst the lowest in Africa, it would be a great disservice to keep hampering the value of our health with environmental abuses, amongst which noise pollution plays a great role.

As MPPHURD continues to deliver well thought-out civilized urban living through proper planning and development control, Edo State will become more assured of an enhanced quality of urban living, commodious layout, green areas, parks and open spaces that are health improving.
